Resolutions light the way, Ha Tinh businesses advance steadily

New policies are opening up more room for the development of businesses in Ha Tinh. From innovation in governance and technology to market expansion, the business community is proactively seizing opportunities.

Seizing the opportunities created by Resolution No. 68-NQ/TW dated May 4, 2025 of the Politburo on private economic development, 186 Trading Vietnam Co., Ltd. (Thanh Sen ward) quickly transitioned from a household business into an enterprise. Beyond the change in legal status, this transition has also opened up a new approach to management and development for the company.

Mr. Nguyen Hoang Anh, Director of the company, said: “Operating in the e-commerce sector, since becoming an enterprise, we have found it easier to conduct transactions, manage finances, access credit and scale up. In particular, the company is exempt from corporate income tax for the first three years. Currently, 186 Trading Vietnam Co., Ltd. partners with many brands to sell on e-commerce platforms, focusing on household and lifestyle goods, with more than 1,000 orders per day. Established in March 2026, the company has so far generated revenue of VND 100 billion and expects strong growth in the final months of the year.”

From the beginning of the year to September 20, 2026, Ha Tinh recorded 2,091 newly established enterprises with total registered capital of VND 17,286 billion, up 1.7 times in number and 2.3 times in registered capital compared to the same period in 2025. Since the implementation of Resolution No. 68-NQ/TW, more than 3,170 new enterprises have been established in Ha Tinh. This result reflects the province’s efforts in reforming administrative procedures and improving the investment and business environment, as well as stepping up support for businesses in accessing capital, land, technology, markets, etc.

The business sector currently contributes 60–65% of the province’s GRDP.

According to Mr. Bui Viet Phu, Head of the Enterprise and Investment Division (Department of Finance), the province currently has more than 12,700 enterprises and affiliated units in operation. The business sector contributes 60–65% of GRDP, 65% of total budget revenue and 50% of total investment capital in the province, and provides jobs for 84% of the labor force. Along with the increase in number, the private economic sector is undergoing a shift in quality. Many enterprises are focusing on innovating management, investing in technology, expanding markets and joining the supply chains of corporations and FDI enterprises.

Alongside the private economic sector, Resolution No. 79-NQ/TW dated January 6, 2026 of the Politburo on state economic development is also creating momentum for state-owned enterprises to innovate and improve their operational efficiency.

Ha Tinh Minerals and Trading Corporation – JSC is putting this spirit into practice through a comprehensive restructuring process. With 97.37% state capital, the corporation regards the divestment, merger, suspension or dissolution of underperforming units as a process of screening and reallocating resources to create room for more profitable sectors that make greater contributions to the economy. In the coming time, the corporation will focus on three pillars (seaports – logistics; integrated agriculture – livestock; minerals – materials) and selectively explore new fields such as social housing, renewable energy, infrastructure and services linked to its existing advantages. Its goal is to build a leaner and more efficient apparatus capable of taking part in sectors that are opening up development opportunities.

Integrated agriculture – livestock is one of the three investment pillars of Ha Tinh Minerals and Trading Corporation – JSC.

Ha Tinh is also resolutely implementing Resolution No. 57-NQ/TW of the Politburo on breakthroughs in science, technology, innovation and national digital transformation, with a focus on making science and technology, innovation and digital transformation direct drivers for improving the productivity, quality and competitiveness of enterprises. The province has developed mechanisms and implemented many programs and projects to support technological innovation in enterprises, enhance applied research capacity, protect intellectual property and gradually build an innovative startup ecosystem.

Mr. Le Van An, Director of An Phat Science and Technology Co., Ltd. (Viet Xuyen commune), said: “Resolution No. 57-NQ/TW opens up more opportunities for businesses to access science and technology, especially in research, processing and developing products from agricultural produce. Our company has just been allowed to expand its leased land area, enabling us to scale up production and business. We are investing VND 15 billion in building a factory and installing equipment, aiming for revenue of over VND 30 billion this year.”

Along with Resolutions No. 68-NQ/TW, 79-NQ/TW and 57-NQ/TW, Resolution No. 10-NQ/TW of the Politburo on the development of the foreign-invested economic sector also brings new requirements and opportunities for Ha Tinh businesses.

The province has supported businesses in investing in technology and equipment for production and business.

According to Mr. Nguyen Nhat Van, Chairman of the Hoanh Son Ward Business Association, in the spirit of Resolution No. 10-NQ/TW, the attraction of FDI projects now prioritizes linkages between FDI enterprises and domestic enterprises, thereby forming supply chains and increasing added value for the local economy. A number of enterprises in Hoanh Son ward have joined the supply chains of FDI corporations and enterprises. “We expect the implementation of Resolution No. 10-NQ/TW to help local businesses improve their capacity, technology and production standards, and have opportunities to participate more deeply in value chains,” he said.

Recently, the Provincial People’s Committee issued the Scheme on enterprise development in Ha Tinh province to 2030. The province targets an average annual growth of 11–12% in the number of enterprises in the 2026–2030 period; by 2030, about 18,000–20,000 enterprises in operation; and at least 20 large-scale enterprises playing a leading role, etc. The Scheme sets out groups of tasks and solutions to improve business performance, focusing on improving institutions, the investment and business environment and the PCI index; supporting businesses in accessing land, premises and capital; and supporting businesses in joining industry clusters and value chains and expanding markets, etc. This is an opportunity for Ha Tinh businesses to continue innovating, rising to a new level and enhancing their competitiveness in an integrated economy.
