Promoting private economic development, creating new growth space for Ha Tinh
More than 3,000 newly established enterprises since the implementation of Resolution No. 68-NQ/TW demonstrate the resilience of the private economy, reflecting the attention and support of all levels, sectors and localities in Ha Tinh.
More than 3,000 enterprises enter the market
In June 2026, Thien Cam Healthcare Joint Stock Company (Thien Cam commune) was established with medical examination and treatment as its main line of business. The company is focusing on completing its infrastructure, investing in equipment and preparing the necessary conditions, with operations expected to begin in October 2026. “The State’s attention to private economic development, together with support policies on taxation, credit, science and technology for newly established enterprises, has motivated us to invest in the healthcare sector,” said Mr. Le Anh Quan, Director of the company.

Immediately after the Politburo issued Resolution No. 68-NQ/TW (Resolution 68) dated 4 May 2025 on private economic development, the Ha Tinh Provincial Party Committee issued an Action Program to implement Resolution 68, disseminating and implementing it promptly and synchronously across all levels, sectors and socio-political organizations. Accordingly, departments, sectors and localities have been assigned specific tasks to improve investment and business policies, resolutely carry out administrative reform and improve the investment environment in order to achieve the set targets.
Mr. Le Duc Anh, Head of the Business Registration Division (Department of Finance), said: “As of 15 September 2026, the whole province had 2,011 newly established enterprises with total registered capital of VND 15,562 billion, up 1.6 times in number and 2.1 times in registered capital compared with the same period of 2025. Since the implementation of Resolution 68, more than 3,000 enterprises have been established in the province. This is a positive figure amid the many difficulties facing the economy, showing the business community’s confidence in the guidelines and policies of the Party and the State, as well as the province’s efforts in administrative procedure reform and in improving the investment and business environment.”




As of 31 August 2026, Ha Tinh had 12,755 enterprises and affiliated units in operation.
In the coming time, the Department of Finance will continue to review and advise competent authorities on simplifying administrative procedures, and actively advise on improving the Provincial Competitiveness Index (PCI) through measures to enhance governance quality. The Department will also coordinate with other departments and sectors to integrate private economic development into the province’s socio-economic development plans, and allocate resources to support small and medium-sized enterprises, especially those engaged in digital transformation, innovation and start-ups. The goal is not only to facilitate the establishment of enterprises but also to support their sustainable development, creating long-term value for the province and the community.
Elevating local enterprises
According to Mr. Bui Viet Phu, Head of the Enterprise and Investment Division (Department of Finance), as of 31 August 2026, Ha Tinh had 12,755 enterprises and affiliated units in operation. The business sector contributes 60–65% of GRDP, 65% of total budget revenue and 50% of total investment capital in the province, and provides jobs for 84% of the labor force. Alongside the growth in number, the private sector is also improving in quality. A number of enterprises have gradually renewed their management, invested in technology, expanded their markets and participated more deeply in the value chains of corporations and FDI enterprises.

Viet Hai Trading and Transport Services Co., Ltd. specializes in producing and trading construction materials and has supplied products to several FDI enterprises during their infrastructure construction. According to Mr. Tran Van Viet, Chairman of the Board of Directors cum General Director of the company, the State has supported the company in accessing land, capital, science and technology, laying the foundation for its development. Notably, the company has signed a cooperation memorandum with TBM Co., Ltd. (Japan) and Vung Ang II Thermal Power Plant to research and develop carbon-based materials. The company hopes to further expand opportunities for cooperation with foreign investors in line with the province’s orientations.
Besides enterprises operating effectively, many private enterprises are still struggling with the “problems” of small scale, limited management capacity, and shortages of capital and production premises. Meanwhile, fluctuations in the global economy are putting pressure on supply chains, markets and production costs for businesses.

The banking sector facilitates enterprises’ access to loans for production and business investment.
To remove difficulties and lay the foundation for enterprises to innovate and develop, on 10 September 2026, the Provincial People’s Committee issued the Scheme on Enterprise Development of Ha Tinh Province to 2030. The Scheme focuses on creating a favorable, transparent and equal investment and business environment, and supporting enterprises in overcoming difficulties related to land, capital, technology, human resources and markets.
For the 2026–2030 period, the province aims to increase the number of enterprises by an average of 11–12% per year; by 2030, to have about 18,000–20,000 enterprises in operation; to develop at least 20 large-scale enterprises playing a leading role, 15–20 high-tech, science and technology or innovative enterprises, and 20 local enterprises participating in the supply chains of FDI enterprises... This is a direction long awaited by the business community.

Together with Resolution 68, the province’s issuance of the Scheme on Enterprise Development of Ha Tinh Province to 2030 creates momentum for the business community. We hope to soon gain access to land for production and business. In addition, as Ha Tinh is stepping up investment attraction with many large-scale industrial projects, we expect local enterprises to have opportunities to participate more deeply in supply chains, raising their operations and contributing more to economic growth.”
