Vung Ang Accelerates Land Clearance, Paving the Way for a Series of Large-Scale Projects

With the strong determination of the entire political system, Vung Ang Ward (Ha Tinh) is concentrating on removing obstacles and speeding up progress in order to deliver cleared land for key projects, thereby contributing to the locality’s socio-economic development.

In recent days, compensation and site clearance work for key projects has been proceeding across Vung Ang Ward at an urgent pace and in a coordinated manner.

The ward currently has 19 projects that have completed, are undergoing, or are preparing for compensation and site clearance. Of these, four projects have finished compensation and handed the sites over to contractors. They include the 220 kV substation and connection project, covering 52.2 hectares and affecting 269 households and one organisation, with total compensation of VND 45.9 billion; and the main axis road running from the National Highway 1 bypass to Son Duong Port, covering 53.2 hectares and affecting 991 households, with total compensation of VND 45.9 billion.

A number of other important infrastructure projects have also completed site clearance, among them the resettlement area serving the main axis road project, covering 13.9 hectares with compensation of VND 35.5 billion, and the Hoanh Son 1 project for the extraction of soil used as levelling material, covering 28.65 hectares.

Vung Ang Ward is currently focusing on site clearance for six major projects. The road from National Highway 12C to the Formosa Ha Tinh Steel Complex covers 25.9 hectares and affects 413 households, of which only 10 have yet to receive their compensation. The main axis road linking the National Highway 1 bypass (QL1B) with the Vung Ang – Son Duong deep-water port cluster covers 53.17 hectares over a length of 8.799 km and affects 1,006 households and three organisations; an estimated 215 households will need to be resettled.

Of particular note, the project to build and operate the infrastructure of the Vinhomes Vung Ang Industrial Park has a total planned area of nearly 965 hectares. Phase 1, covering 500 hectares, has completed site clearance for 456 hectares, with work continuing on the remaining 44 hectares. Phase 2, covering 464 hectares, is expected to affect around 3,500 households, which places substantial demands on public outreach and implementation.

Among the component projects inside the Vinhomes Industrial Park, several have already completed site clearance: the VinFast electric motorcycle plant (65.8 hectares, 1,273 households affected), the BESS energy storage cabinet plant (24.8 hectares), the LFP rechargeable battery cell plant (15.2 hectares), and the wastewater treatment station (3 hectares).

For the project to build factory premises for lease serving the electric vehicle supporting industry, which affects 132.2 hectares, VND 185 billion has been paid to 1,056 households to date, covering 86.8 hectares; paperwork for the remaining area is being completed so that payments can continue.

The family of Mr Nguyen Van Loi, of Truong Son residential quarter, is among the households that have received compensation under the factory premises project. “At first we had a good many concerns, but once the authorities had explained the policy clearly, our family agreed to accept the payment. Being paid promptly and in accordance with the regulations gives us peace of mind to settle our lives and to hand over the site to the project early,” he said.

Beyond making payments, the ward has placed particular emphasis on outreach and dialogue with residents. Mr Nguyen Quoc Hoang, Head of the Division of Economy, Infrastructure and Urban Affairs at the Vung Ang Ward People’s Committee, said: “The workload is very large. Many projects cover hundreds of hectares and involve thousands of households. We have taken the view that we must do the communications work well – keeping the process open, transparent and compliant with the regulations – while staying flexible in how we carry it out, so as to build broad consensus among the people.”

Alongside these results, site clearance still faces considerable difficulties, particularly on large-scale projects involving residential land, production land and resettlement. Some projects have fallen behind because of complications in establishing land origin, in setting compensation prices, or because residents have not yet reached agreement.

Nine projects in the ward have yet to begin site clearance, several of them major undertakings: the North – South high-speed railway (affecting 18.8 hectares), the 500 kV Vung Ang branch of the Ha Tinh – Da Nang transmission line (16.9 hectares), Son Duong Port (123.5 hectares) and the Son Duong Logistics Centre (191 hectares), among others. All are projects of considerable significance and will require determined engagement from every level of government and every sector in the period ahead.

Mr Nguyen The Anh, Chairman of the Vung Ang Ward People’s Committee, emphasised: “We regard site clearance as the central and decisive task for attracting investment and developing the locality. In the coming period the ward will continue to give resolute direction, strengthen dialogue with residents, resolve difficulties promptly, and work to hand over sites on schedule for the key projects.”

With strong determination and the agreement of local residents, Vung Ang Ward is steadily clearing the land “bottleneck”, laying an important foundation for major projects to proceed smoothly, supporting socio-economic development and improving living standards across the area.
