Approval of the Detailed Plan for the North Central LNG Terminal – Vung Ang LNG Terminal

The Management Board of the Ha Tinh Provincial Economic Zone has approved the Detailed Plan for the North Central LNG Terminal Project (Vung Ang LNG Terminal) at a scale of 1/500, on lot CN8, Hoanh Son ward.

Leaders of Ha Tinh province and Petrovietnam witness the signing of a memorandum of understanding between the Vietnam Gas Corporation (PV GAS) and the PetroVietnam Power Corporation (PV Power) on the purchase and sale of regasified LNG for the Vung Ang III LNG Thermal Power Plant Project (28 July 2026).

Under the decision just signed and issued by the Management Board, the total planning area is 52.81 hectares, of which the area within the boundary of the North Central LNG Terminal Project is approximately 47.26 hectares and the area of the shared external access road is approximately 5.55 hectares.

As regards the planning boundary, the north-west side adjoins an existing road and the Formosa Iron and Steel Complex; the south-east side adjoins green-space land under the plan for the Vung Ang III Thermal Power Centre; the north-east side adjoins the East Sea; and the south-west side adjoins green-space land under the plan for the Vung Ang III LNG Thermal Power Centre Subdivision.

Approval of the investment policy for the Vung Ang III LNG Thermal Power Plant project

The plan gives concrete effect to the decision approving the investment policy and, at the same time, approving the Vietnam Gas Corporation (PV GAS) as the investor of the North Central LNG Terminal project, working towards the objective of building the Vung Ang Economic Zone into a major liquefied natural gas (LNG) transhipment hub for the central region, thereby contributing to the promotion of the clean-fuel transition, the reduction of carbon emissions and the fulfilment of Vietnam’s net-zero emissions (Net-Zero) commitment.

The North Central LNG Terminal (Vung Ang LNG Terminal) will serve to store LNG and to connect with the functional areas of the Vung Ang Economic Zone and neighbouring areas; it will supply gas to the LNG thermal power plants provided for in the revised Power Development Plan VIII, such as Quang Trach II, Vung Ang III and Quang Trach III, as well as to industrial production facilities and gas consumers in the region.

The plan is organised in two phases: phase 1 accommodates industrial production facilities, warehousing, service works, green space, technical infrastructure and transport; phase 2 is reserved for industrial production facilities and warehousing.

The technical infrastructure system is planned in a synchronised manner and comprises transport, power supply, water supply, telecommunications, stormwater drainage, wastewater drainage and environmental treatment works. In particular, the project is expected to include a transformer station of approximately 25 MVA, a centralised wastewater treatment system with a capacity of approximately 16 m³/day-night, and an oil-contaminated stormwater treatment cluster with a capacity of approximately 48.96 m³/day-night.

In order to implement the plan, the Vietnam Gas Joint Stock Corporation is responsible for coordinating with the Management Board of the Ha Tinh Provincial Economic Zone to announce and publicise the planning scheme; for organising the implementation of the project in strict accordance with the contents of the approved detailed plan; and for completing all procedures relating to investment, construction, land, the environment and other related procedures as prescribed by law.

The specialised divisions of the Management Board of the Ha Tinh Provincial Economic Zone shall, in accordance with their assigned functions and tasks, coordinate in guiding and inspecting the implementation and in supervising construction in conformity with the plan, and shall promptly handle, or recommend the handling of, any arising issues within their competence.

According to the Scheme for an Ecological Industry – Energy Centre in the Vung Ang Economic Zone (currently being finalised), in phase 1 (up to 2035) the Vietnam National Industry – Energy Group (Petrovietnam) will give priority to investment in foundational projects comprising: the North Central LNG Terminal, the Vung Ang III LNG Thermal Power Plant and gas distribution infrastructure; an AI data centre and an industrial gas plant; and a group of expansion projects (O&M, liquid chemical storage, etc.).

In phase 2 (after 2035), the Ecological Industry – Energy Centre in the Vung Ang Economic Zone will be gradually expanded into the fields of green hydrogen, green ammonia, carbon capture, utilisation and storage, offshore wind power and other new energy industries.
