Prime Minister approves the expansion of Vung Ang Economic zone, Ha Tinh
Under a decision just signed and issued by Permanent Deputy Prime Minister Pham Gia Tuc on behalf of the Prime Minister, Vung Ang Economic Zone (Ha Tinh) will cover an area of about 72,998 ha after its expansion.

The boundaries and area of Vung Ang Economic Zone are expanded to create a land bank and space for future investment and development.
Vung Ang Economic Zone covers about 72,998 ha after expansion
Under the decision, Vung Ang Economic Zone after expansion will cover an area of about 72,998 ha, including 57,998 ha of land and 15,000 ha of sea surface.
In terms of boundaries, the land area includes the entire area of the following communes and wards: Song Tri, Hai Ninh, Vung Ang, Hoanh Son, Ky Hoa, Ky Khang, Ky Anh and Ky Xuan, and part of Ky Van commune, with a total area of about 57,998 ha. The expanded water surface area covers about 15,000 ha.
The boundaries of the economic zone after expansion are defined as follows: to the North and Northeast, it borders the East Sea; to the South, it borders Quang Tri province; to the East, it borders the East Sea; and to the West, it borders Ky Lac commune and part of Ky Van commune.
Development objectives
To expand the boundaries and area of Vung Ang Economic Zone in order to create a land bank and space for future development and investment.
To develop Vung Ang Economic Zone into a dynamic and key area of the North Central economic region; to study and implement new models such as a Free Trade Zone, creating breakthroughs to boost the socio-economic development of Ha Tinh province and neighbouring localities; and to strengthen linkages with economic zones, economic centres and development corridors in the region and along national and international transport routes.
To build Vung Ang Economic Zone on the following pillars: metallurgy, energy, processing and manufacturing industries; a logistics and seaport services centre; and trade and services development. To develop in a synchronised manner a metallurgical industrial complex, supporting industries, processing and manufacturing industries and a power centre associated with the Vung Ang – Son Duong deep-water port cluster; to ensure overall socio-economic, defence and security and environmental protection effectiveness; to promote growth and the shift of the economic and labour structure towards industrialisation and modernisation; to gradually develop the zone into the key growth pole in the south of the province, linking the development of the Southern Ha Tinh – Northern Quang Tri region; and to form linkage chains and value chains, raising the added value and competitiveness of the economic zone.
To build Vung Ang Economic Zone with synchronised and modern infrastructure associated with a deep-water port; to develop high-quality services in logistics and transport, trade, information technology, tourism, education, healthcare and other fields, conveniently connected with domestic and international markets; to accelerate the urbanisation of the province; and to ensure consistency between the development of functional areas and technical infrastructure, social infrastructure and the capacity to meet demand for resources, energy and other essential conditions.
To implement a number of important technical, economic and social infrastructure works of the economic zone. To create many jobs, strengthen training and improve the quality of human resources; to gradually establish a regional training centre for high-quality human resources, in line with development needs and the ability to mobilise and balance resources, and in accordance with the investment phasing.
To create a favourable and open investment and business environment; to attract domestic and foreign investors to invest in infrastructure development and production and business activities in the economic zone; and to attract investment selectively, giving priority to projects with advanced technology, high added value and strong linkage and spillover effects, in line with the development orientations of the region and the province.
To protect the ecological environment and firmly ensure national defence and security in the economic zone and its surrounding areas.
Core characteristics of Vung Ang Economic Zone
A key, multi-sector and multi-field economic zone focusing on basic industries, closely associated with the construction and effective operation of the Vung Ang and Son Duong port areas, as well as regional, national and international railways and roads.
An important economic centre and hub for transport, trade and international exchange of the North Central region, and an important gateway for Central and Upper Laos and Northeast Thailand to Central Viet Nam and Viet Nam as a whole;
A growth pole closely and comprehensively linked with the overall development of Ha Tinh province and the North Central region;
A general economic zone with modern and synchronised infrastructure serving as a driving force for the development of the North Central region, with mutually supportive and shared linkages with the Southeast Nghe An Economic Zone, Hon La Economic Zone and surrounding areas.
An area that harmoniously develops economic, cultural, environmental and defence and security objectives.
Roadmap and development plan
2026 – 2027: Complete the general plan of the expanded economic zone and a number of 1/2,000 scale zoning plans for important subdivisions, creating conditions for the rapid development of the economic zone in the following period; build and commence construction of a number of major infrastructure works; and vigorously promote the attraction of domestic and foreign investment projects. Carry out specific tasks after the Prime Minister decides on the expansion/adjustment of the boundaries of Vung Ang Economic Zone.
2028 – 2030: Begin effectively operating the completed works and projects; continue to complete synchronised infrastructure, especially urban, industrial and service infrastructure across the economic zone; continue attracting investment projects into the economic zone for the period after 2030; and study and implement a number of new industrial park models and production projects in the economic zone.
2031 – 2050: Complete a synchronised and modern system of economic and social structures for the economic zone; accelerate urbanisation, shaping a liveable, green and smart urban area with high-quality services, among other goals.
Implementation
The Ha Tinh Provincial People’s Committee shall be responsible for ensuring the accuracy of the reported information and data and of the contents received and explained in relation to the Scheme on the expansion of Vung Ang Economic Zone; and for fully taking into account the opinions of ministries and relevant agencies during the planning, construction investment and development of the economic zone;
Directing relevant agencies to review and ensure that land use targets in the economic zone are consistent with the national land use planning targets allocated to the province by competent authorities, and in line with the adjusted Ha Tinh Provincial Master Plan;
Ensuring the feasibility of the capital mobilisation plan and investment phasing; and developing a specific list of priority investment projects, especially technical and social infrastructure works within the economic zone and transport connections inside and outside the economic zone;
Ensuring the socio-economic effectiveness of the economic zone towards sustainable development by addressing social security issues and job transition for people whose land has been recovered. Effectively carrying out environmental protection; closely supervising construction investment activities and discharges into the environment in the economic zone in accordance with the law; and preventing and responding to natural disasters and the impacts of climate change;
Organising the formulation and adjustment of the general plan of the economic zone for submission to competent authorities for approval; organising the formulation and approval of functional zoning plans, ensuring continuity with plans currently being implemented; allocating land for the construction of housing and cultural and sports facilities for workers and employees in industrial parks and urban areas; and ensuring no impact on historical and cultural relics or the religious activities of local people;
Attracting investment selectively into Vung Ang Economic Zone in line with the regional development orientations and the linkages of the North Central region, and with the development directions of sectors and fields under the adjusted Ha Tinh Provincial Master Plan approved by competent authorities, in association with local potential and strengths; and implementing measures to ensure national defence and security in the economic zone.
The Prime Minister assigned ministries and sectors, according to their assigned functions, duties and powers, to coordinate with and support the Ha Tinh Provincial People’s Committee in implementing the Scheme on the expansion of Vung Ang Economic Zone and the tasks prescribed by the law on industrial parks and economic zones and relevant laws; and to perform state management functions and provide guidance, inspection and supervision of the development of Vung Ang Economic Zone in their assigned fields.
The Decision takes effect from the date of signing and replaces Decision No. 72/2006/QĐ-TTg dated 3 April 2006 and Decision No. 19/2010/QĐ-TTg dated 3 March 2010 of the Prime Minister.
