Vung Ang Economic Zone
One of Vietnam’s eight key coastal economic zones, with a total natural area of 22,781 hectares, located within the administrative boundaries of four wards: Vung Ang, Hoanh Son, Song Tri and Hai Ninh; planned for expansion to nearly 73,000 hectares.
1. Transport connectivity
Road: North–South connectivity via National Highway 1A, the North–South Expressway and the coastal road; connectivity with the East–West Economic Corridor via National Highway 12C.
Railway: Approximately 70 km from Chu Le Station. In the future, it will be connected to the Vung Ang – Vientiane (Laos) railway line.
Seaport: The Vung Ang – Son Duong international deep-water port cluster, with a natural depth of –20 to –22 metres, is capable of receiving vessels of up to 350,000 DWT.
Airport: Approximately 80 km from Dong Hoi Airport (Quang Tri) and approximately 120 km from Vinh Airport (Nghe An).

2. Current investment status
- The zone currently hosts 154 projects (97 domestic projects with registered capital of VND 202,592 billion and 57 foreign-invested projects with total capital of USD 16,402.3 million); more than 1,300 enterprises and approximately 25,600 employees.
- Some of the large-scale projects include: the Formosa Ha Tinh Steel Complex and Son Duong Port (total investment of more than USD 12.7 billion), Vung Ang I Thermal Power Plant (total investment of more than USD 1.2 billion), Vung Ang II Thermal Power Plant (total investment of USD 2.2 billion), the North Central LNG Terminal (total investment of more than VND 26,000 billion), Vung Ang III LNG Thermal Power Plant (total investment of approximately VND 51,430 billion), the Stainless Steel Manufacturing Plant (total investment of more than USD 380 million), etc.
Projects of Vingroup Corporation: Vinhomes Vung Ang Industrial Park (total investment of more than VND 13,276 billion), the project to build factories for lease serving the electric vehicle supporting industry (total investment of more than VND 21,400 billion), the VinFast Ha Tinh Electric Vehicle Manufacturing Plant (total investment of more than VND 8,423 billion), the VINES Vung Ang Battery Manufacturing Plant (total investment of more than VND 8,814.4 billion), the V-G Lithium Battery Cell Manufacturing Plant, Son Duong International Port (total investment of approximately VND 8,866 billion), the Vinmetal Ha Tinh Steel Manufacturing Plant (total investment of more than VND 79,986 billion), the New Urban Area in Song Tri Ward (total investment of VND 8,000 billion), the Ky Anh Wind Power Plant (total investment of VND 17,051 billion) and the Eco Wind Ky Anh Wind Power Plant (total investment of VND 22,647 billion).

- Due to the investment incentive area, projects will receive maximum investment incentive policies based on current laws.
3. Sectors encouraged for investment
- High technology; processing technology and supporting industries; post-steel production; the automobile industry; free trade centres; information technology.
- Infrastructure; services – tourism – trade.
- Seaports; port services, cargo handling, logistics and maritime transport.
- Social infrastructure projects.
