Investment Outline Approved for Linh Cam Canal System Completion Project in Ha Tinh

The Ministry of Agriculture and Environment recently issued Decision No. 3193/QD-BNNMT on August 12, 2026, approving the investment outline for the Linh Cam Canal System Completion Project in Ha Tinh Province. With an estimated total investment of VND 1,760 billion, the project aims to efficiently leverage water resources from the Ngan Truoi Reservoir, providing irrigation for approximately 17,800 hectares of farmland.

According to the decision, the project seeks to fully optimize the water supply from the newly built Ngan Truoi Reservoir to serve agricultural production and other water usage demands, thereby contributing to local socio-economic development and climate change adaptation.

Linh Cam Canal Infrastructure

The project is tasked with completing the Linh Cam secondary and tributary canal network to provide irrigation water for approximately 17,800 hectares of cultivated land, while integratedly supplying water for industrial, domestic, livestock, and other municipal uses.

In terms of planned scale, the project will invest in lower-tier distribution canals under the primary Linh Cam Main Canal (serving irrigation areas of 200 hectares or larger). This includes 12 primary branch canals spanning roughly 117 kilometers along with associated on-canal structures, as well as 8 secondary branch canals totaling around 15 kilometers with related infrastructure.

Classified as a Group B project, the initiative has an estimated capital expenditure of VND 1,760 billion, sourced from the state budget for the 2026–2030 period under the management of the Ministry of Agriculture and Environment. The project developer is the Ha Tinh Agricultural and Rural Development Project Management Board.

The implementation timeframe will not exceed four years from the start of construction, with groundbreaking tentatively scheduled for 2027. The project scope, technical specifications, and total investment figures remain provisional and will be refined during the preparation, appraisal, and final investment decision stages.

Regarding execution responsibilities, the Ministry of Agriculture and Environment assigned the Ha Tinh Agricultural and Rural Development Project Management Board to prepare the project's Feasibility Study Report and submit it to competent authorities for appraisal and investment decision in compliance with public investment and construction laws. During report preparation, maximum utilization of existing data and study results is required to optimize timelines and control costs. Meanwhile, the Department of Water Resources Management and Construction, in coordination with the Department of Planning and Finance and relevant agencies, will lead the appraisal of the Feasibility Study Report before submitting it for ministry approval.

The Ministry also requested the Ha Tinh Provincial People’s Committee to direct municipal departments and agencies to collaborate closely with the project developer and ministry units throughout the preparation and implementation phases.

Once completed, the Linh Cam canal system is expected to fully maximize the synergy of the Ngan Truoi - Cam Trang irrigation complex, ensuring a proactive supply of irrigation water for agricultural production while satisfying growing industrial, livestock, and residential water demands across the province.
