Duc Tho Industrial Cluster, Ha Tinh Province: Ready to Attract Secondary Investors

Completed technical infrastructure, an operational centralized wastewater treatment system, and cleared land ready for handover are helping Duc Tho Industrial Cluster assert its appeal on the "industrial map" of northern Ha Tinh.

A magnet built on location and integrated infrastructure

Located in Duc Tho commune, Duc Tho Industrial Cluster (IC) — developed under the Ez.Park Ha Tinh I brand — covers more than 67 hectares and is developed by GS Central Vietnam Investment JSC with total capital of over VND 290 billion. Duc Tho IC has already been defined as a concentrated manufacturing zone with factories in stable operation, generating jobs for thousands of workers.

The cluster's appeal begins with its location. It sits right at the National Highway 15A – National Highway 8A junction, on the East–West economic corridor linking Vietnam with Laos, and about 16 km from the National Highway 1A interchange. The North–South railway runs through Duc Tho commune with two stations — Yen Trung and Duc Lac — creating favorable conditions for high-volume industries that rely on rail freight. Hence, businesses can conveniently connect to Vinh Airport, Cua Lo Port, and the Vung Ang – Son Duong deep-water port, as well as access the markets of Laos and northeastern Thailand.

Complementing this location is a methodically invested infrastructure base. Power for the planned area is drawn from the existing 22kV line in the southwestern part of the planning site, running along the main roads and land lots throughout the project. The cluster has two transformer stations with capacities of 250kVA and 500kVA serving lighting, powering the wastewater treatment plant, and supplying part of the production electricity for enterprises; internal transport, water supply and drainage networks, fire protection, and telecommunications have all been developed in an integrated manner. Notably, in 2025 the cluster completed its centralized wastewater treatment system — the "entry ticket" for receiving processing and manufacturing projects that meet current environmental standards. Flexible land lots from approximately 0.45 hectares, already issued with land use right certificates, allow businesses to begin factory construction without waiting.

A production nucleus already formed

Duc Tho IC already hosts projects in stable operation. The Appareltech export garment factory occupies 6.5 hectares with total investment of USD 6 million, creating jobs for around 3,500 workers. The Song La Xanh packaging factory occupies 2.5 hectares with investment of VND 80 billion and 320 employees. The Viet Hai ready-mix concrete and precast component factory occupies 3.5 hectares with investment of VND 100 billion. These three factories have formed a production "nucleus," driving demand for auxiliary services, transportation, and labor — the foundation for a value chain forming within the cluster itself.

Target industries and supportive policies

The cluster is oriented toward multiple industries, prioritizing agricultural, forestry and fishery processing, animal feed, and food products; construction materials and concrete components; packaging and consumer goods; electrical–electronics assembly and supporting industries. These sectors align well with the raw material zones and the abundant labor force of Duc Tho, a region long known for its tradition of learning.

Besides, policies are designed to give investors optimal support. Investors will enjoy incentives under current law applicable to technical infrastructure construction projects and to production and business investment within industrial clusters located in areas with difficult socio-economic conditions.

The infrastructure developer is committed to accompanying and supporting secondary investors throughout procedural processes: the Investment Registration Certificate (IRC) and Enterprise Registration Certificate (ERC); support with construction permits, environmental impact assessment (EIA), and fire prevention and fighting appraisal; while also offering ready-built factory leasing or build-to-suit options.

Employment opportunities for local workers

Beyond attracting capital, Duc Tho IC has also become a "destination" for the regional labor market, particularly unskilled workers transitioning out of agriculture. The clearest proof is the Appareltech export garment factory with about 3,500 workers — most of them residents of Duc Tho and neighboring localities, who now earn a stable income close to home.

Along with Appareltech, the Song La Xanh packaging factory and Viet Hai concrete factory are also generating hundreds of additional local jobs, together with demand for auxiliary services and transportation in the area.

Duc Tho IC still has substantial room to grow. Under the Ha Tinh Provincial Master Plan for 2021–2030 with a vision to 2050, the province plans 45 industrial clusters by 2030. As businesses increasingly place environmental criteria and implementation speed at the top of their priorities, the fact that Duc Tho IC has completed its infrastructure, operates a centralized wastewater treatment system, and holds ready land represents a clear competitive advantage — opening the way to raise its occupancy rate early, contributing to economic restructuring and creating sustainable jobs for local workers.
